Move the public functions from the editors/object (`ED_object.hh`)
header to the `blender::ed::object` namespace, and move all of the
implementation files to the namespace too. This provides better code
completion, makes it easier to use other C++ code, removes unnecessary
redundancy and verbosity from local uses of public functions, and more
cleanly separates different modules.

`extern "C"` did not actually have an effect here since it only impacts
name mangling of functions, not structs (or other class types). Now this
can get in the way when we add C++ blocks with functions , e.g.
templates are not allowed in code with C-linkage.
Most of these were added in ad4b7741db, even though it was known that
this doesn't have any impact. Reason was because developers thought they
would have to add that to all direct and indirect includes to be able to
use a header in C++ (a common misconception). Now with most files
compiled in C++, it's obvious that this isn't the case.

Listing the "Blender Foundation" as copyright holder implied the Blender
Foundation holds copyright to files which may include work from many
developers.
While keeping copyright on headers makes sense for isolated libraries,
Blender's own code may be refactored or moved between files in a way
that makes the per file copyright holders less meaningful.
Copyright references to the "Blender Foundation" have been replaced with
"Blender Authors", with the exception of `./extern/` since these this
contains libraries which are more isolated, any changed to license
headers there can be handled on a case-by-case basis.
Some directories in `./intern/` have also been excluded:
- `./intern/cycles/` it's own `AUTHORS` file is planned.
- `./intern/opensubdiv/`.
An "AUTHORS" file has been added, using the chromium projects authors
file as a template.

A lot of files were missing copyright field in the header and
the Blender Foundation contributed to them in a sense of bug
fixing and general maintenance.
This change makes it explicit that those files are at least
partially copyrighted by the Blender Foundation.
Note that this does not make it so the Blender Foundation is
the only holder of the copyright in those files, and developers
who do not have a signed contract with the foundation still
hold the copyright as well.
Another aspect of this change is using SPDX format for the
header. We already used it for the license specification,
and now we state it for the copyright as well, following the
FAQ:

This adds a new sculpt mode to the experimental new curves object.
Currently, this mode can only be entered and exited, nothing else.
The main initial purpose of this node will be to use it for hair grooming.
The patch also adds the `editors/curves/` directory for the new curves
object, which will be necessary for many other things as well.
I added a completely new mode (`OB_MODE_SCULPT_CURVES`), because
`OB_MODE_SCULPT` seems to be rather specific to meshes, and reusing
it doesn't seem worth the trouble. The tools/brushes used in mesh vs.
curves sculpt mode are quite distinct as well.
I had to add DNA_userdef_enums.h to make the patch compile with C++
(forward declaration of enums isn't allowed). This follows the same
pattern that we use for other enums in dna.

Some DNA headers already did this, most did not. Even though many of them would
be included in C++ files and thus compiled as C++. This would be confusing and
developers may think they have to add `extern "C"` too a whole lot of
(indirect) includes to be able to use a C header in C++.
However, this is a misconception.
`extern "C"` does not cause code to be compiled with C rather than C++! It only
causes the linker to not use C++ function name mangling. See
https://stackoverflow.com/a/1041880.
Because extern DNA headers don't have function declarations, using `extern "C"`
actually should not have any effect. On the other hand, adding it causes no
harm and avoids confusion. So let's just have it consistently in C header
files.

Some underlying functionality was not ready for greasepencil:
- BKE_modifiers_get_virtual_modifierlist (now introduce dedicated BKE_gpencil_modifiers_get_virtual_modifierlist)
- BKE_modifiers_is_deformed_by_armature
- checks in drawing code
- checks in (pose) selection code
A couple of changes to make this work:
- `eGpencilModifierType_Armature` has to be respected (not only `eModifierType_Armature`)
- `OB_MODE_WEIGHT_GPENCIL` has to be respected (not only `OB_MODE_WEIGHT_PAINT`) -- (now use new `OB_MODE_ALL_WEIGHT_PAINT`)
- `gpencil_weightmode_toggle_exec` now shares functionality from `wpaint_mode_toggle_exec` -- moved to new `ED_object_posemode_set_for_weight_paint`
This patch will also set the context member "weight_paint_object" for greasepencil (otherwise some appropriate pose operators wont work when in weightpaint mode)

A couple of include guards are not removed yet (e.g. `__RNA_TYPES_H__`),
because they are used in other places.

This commit is a full refactor of the grease pencil modules including Draw Engine, Modifiers, VFX, depsgraph update, improvements in operators and conversion of Sculpt and Weight paint tools to real brushes.
Also, a huge code cleanup has been done at all levels.

This patch will make use of the eDrawType where it was used as a
variable or parameter name. The eObjectDrawType was renamed to eDrawType
as it is also used by `View3DShading.type`.
Motivation the functions get 3 different kind of flag parameters (ImBuf,
DrawType, OffscreenRendering) the naming of the flags were not clear,
leading to mistakes and unnecessary time spend debugging.
BF-admins agree to remove header information that isn't useful,
to reduce noise.

Developers should add non license comments as separate comment blocks.
No need for separator text.

This is often invalid, outdated or misleading
especially when splitting files.
It's more useful to git-blame to find out who has developed the code.

Avoid accessing object mode via the view layer active object
when drawing since it's done everywhere we store the active object mode
in the draw-context.
This commit merge the full development done in greasepencil-object branch and include mainly the following features.
- New grease pencil object.
- New drawing engine.
- New grease pencil modes Draw/Sculpt/Edit and Weight Paint.
- New brushes for grease pencil.
- New modifiers for grease pencil.
- New shaders FX.
- New material system (replace old palettes and colors).
- Split of annotations (old grease pencil) and new grease pencil object.
- UI adapted to blender 2.8.

Add a enum headers to DNA, to be included in other headers
so function signatures can use enums for better type safety.
Add DNA_*_enums.h matching DNA_*.types.h as needed.
